SUBJECT:
GAR Memorial Museum - Restoration of Windows, Tower Merlons, and Masonry Repairs.

PURPOSE:
To ensure the continued preservation and structural integrity of the GAR Memorial Museum.

BACKGROUND:
Inspired by Memorial Hall in Foxborough, MA, The Grand Army of the Republic Memorial Hall, located at 23 E Downer Place, was erected in 1878 as a memorial for U.S. Civil War veterans. Built using locally quarried limestone, the building served as the primary meeting location for G.A.R. Post Number 20 and was Aurora's sole public library until 1903. The structure eventually fell into disrepair and was slated for demolition in the 1960s but due to public opinion, it was decided to rehabilitate the building. The building was added to the National Register of Historic Places in 1984, and to the Stolp Island Historic District in 1986. Following the completion of numerous improvements, the hall was reopened in 2016 as The Grand Army of the Republic Memorial Museum, which now stands as a historic and cultural landmark of the community.

During recent planned maintenance and repairs, major deficiencies in the tower merlons, masonry, and windows were discovered.

DISCUSSION:
Using the City of Aurora Job Order Contracting program (R20-221), F.H. Paschen, has proposed to conduct the restoration objectives to the GAR Museum masonry and windows for $113,314.77. This price includes a seven percent (7%) JOC discount of $8,529.07.

The JOC proposal and scope of work is attached.

A ten percent (10%) contingency of $11,331.48 is requested for this project.

Monies for this project are budgeted in account 601-0000-410.40-78

F.H. Paschen, S.N. Nielsen & Associates, LLC has no outstanding debt with the City.
