PURPOSE:
The petitioner, N. L. and J. S. Titiner, Declaration of Trust, is proposing a Rezoning and Special Use Petition with a Planned Development to rezone property from O Office District and B-2 Business District, General Retial to B-2(S)Buisness District, General Retail with a Special Use Planned Development for a new grocery store located 212 N. Lake Street and 221 Spruce Street.

BACKGROUND:
This Rezoning and Special Use petition was referred by the City Council to the Planning and Zoning Division on October 15, 2013.

DISCUSSION:
Development Proposal: The proposal consists of rezoning the property at 221 Spruce Street from O Office District to B-2 Business District. Additionally, the Petitioner is proposing a Special Use for a Planned Development for the entire property which comprises 212 N. Lake Street and 221 Spruce Street. To facilitate the redevelopment of this property, the Special Use Planned Development varies certain Bulk Restrictions, including the reduction of the required parking and building setbacks along Lake Street, Spruce Street and Wilder Street, which already exist and the modification to the parking requirement from 1 space per 200 square feet to 1 space per 285 sq...
