SUBJECT:
A Resolution Ratifying Payment of $16,020.00 to Kelmscott Communications for the design, printing and distribution of the final Aurora Borealis newsletter of 2016.

PURPOSE:
To approve payment of the invoiced amount of $16,020.00 which includes printing and mailing services of the final 2016 Aurora Borealis.

BACKGROUND:
As bids were reviewed and selected, the City of Aurora's Public Information Division produced a final Aurora Borealis for the 2016 year which put us beyond the approval threshold of $25,000 for the Aurora Borealis. The recommendation for a new contract for the Borealis is also being submitted at this same time.

DISCUSSION:
The Community Relations and Public Information Division has funds to cover the total amount. The funds for the Borealis are allocated in account 101-1340-419-45.14.

IMPACT STATEMENT:
The City of Aurora Borealis is the citywide newsletter delivered to all residents and businesses several times per year.

RECOMMENDATIONS:
Council approval of this resolution will authorize payment.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
