SUBJECT:
An ordinance adopting the 2015 International Code Council series commercial building codes with local amendments per the recommendations of the Electrical Commission, the Building Code Board of Appeals and the Fire Code Board of Appeals.

PURPOSE:
To adopt a newer version of the model building codes to better protect citizenry, to incorporate newer technologies and to increase building code compliance alternatives.

BACKGROUND:
Our currently adopted model code the 2009 International Code Council series has now just aged to the point that our current Verisk-ISO Building Code Effectiveness Grading Score (BCEGS) would be harmed and may negatively impact insurance underwriting for new structures if a newer building code series is not adopted. In anticipation of this aging out, coupled with a desire to adopt more competitive and flexible building code compliance standards, Development Services proposes to adopt the 2015 I Series codes and amendments. This proposed adoption is the several year work product of Building and Permits staff which then was modified and approved as a recommendations from the Electrical Commission, the Building Code Board of Appeals and the Fire Code Board of Appeals in several steps throughout the 2017 calendar year. These commissions and appeals boards are comprised of construction related industry professionals from a broad spectrum of trades and design professions in order to assist the City to formulate a competitive, safe and fair set of standards for our local construction industry.

DISCUSSION:
Approving this new commercial building code adoption will improve our BCEGS score, increase safety provisions for citizenry and address newer technologies.
