PURPOSE:
Traffic Study requested to change YIELD signs on 4th Avenue approaching Smith Street to be replaced with STOP signs.
 
BACKGROUND:
ACR Case ID No. 73957 was submitted by a residents for the possible replacement of the YIELD signs with 2-way STOP signs at the intersection of Smith Street and 4th Avenue.
 
 
DISCUSSION:
The ACR request expressed concerns that the YIELD signs are being ignored, that vehicles never check for traffic.  The request also stated that “ a lot of accidents” have been witnessed there.   It has been the City's practice to replace Yield signs with Stop signs as they are requesting.   The general reasoning is to clarify right of way and to provide safe roadways.
 
IMPACT STATEMENT:
Operations would be required to  replace the YIELD signs with STOP signs.
 
RECOMMENDATIONS:
Staff recommends the replacement of the existing YIELD signs with STOP signs. In addition, the Staff recommends the installation of CROSS TRAFFIC DOES NOT STOP placards below each STOP sign.
