This request is to amend a Retainer Agreement for Engineering Services with Crawford, Murphy and Tilly, Inc. and also to approve a not-to-exceed Planning and Special Services Agreement in the amount of $400,400 for the Update Airport Layout Plan with Narrative Report (Airfield Geometry Study) Project ARR- 5273 with Crawford, Murphy and Tilly, Inc.
PURPOSE:
To obtain City Council approval for an amendment to a Retainer Agreement with Crawford, Murphy and Tilly, Inc. This resolution will also approve a not-to-exceed Planning and Special Services contract to support the decommissioning of runway 18/36 by performing an airfield geometry study and revising the current airport layout plan (ALP).
BACKGROUND:
In March of 2023 the City of Aurora City Council approved a retainer agreement under resolution R23-083 with Crawford, Murphy and Tilly, Inc. to provide services in conjunction with certain projects at the Aurora Airport (please see Amended Retainer Agreement attachment). This document shows the verbiage of the original agreement highlighted in yellow and the proposed amendment under item number 10 which more specifically includes an Airport Layout Plan Update and an Airfield Geometry Study under the heading of Airport Master Plan.
On February 19 of this year the airport received a program letter from Illinois Department of Transportation Division of Aeronautics, IDA (attached) informing us that monies for this project had been appropriated under the Airport Improvement Program (AIP). As such the City of Aurora's share for this project will be $10,010 or 2.5% of the total project cost.
As stated above, this project is associated with the decommissioning of the airport's north-south runway and is a priority of the FAA. Some construction work will be required to complete the decommissioning of this runway, but these projects will be brought before Coun...
