Ordinance for the Establishment of Special Service Area Number #184 Rush-Copley Medical Center (Main Entrance, Surgery, Parking) Kane County, in the City of Aurora
PURPOSE:
To establish a dormant Special Service Area in accordance with the City's storm water control ordinance. The public hearing for the proposed establishment of SSA #184 was held on April 14, 2015 with final passage of Ordinance No. O15-022 on 5/26/15.
BACKGROUND:
The City's storm water control ordinance which was mandated by the counties' ordinance requires that a special service area be set up to maintain all storm water control facilities in the event that the owner thereof fails to do so.
DISCUSSION:
Dormant SSA's are a mechanism by which the City can tax owners of property for maintenance of storm water control facilities in the event the owner does not maintain them. This action is mandated by the City's storm water control ordinance.
IMPACT STATEMENT:
Should developer fail to establish the required dormant SSA and fail to maintain areas encompassed within the SSA, City would not have mechanism by which to tax the owners of the property for the maintenance.
RECOMMENDATIONS:
Place on Finance Committee Calendar (7/28/15 Agenda) for approval to City Council.
