SUBJECT:title
A resolution appropriating $1,209,480 of Motor Fuel Tax Funds for snow removal for the 2014 - 2015 winter season.
body
PURPOSE:
To appropriate Motor Fuel Tax Funds for Sodium Chloride (rock salt) and Liquid Calcium Chloride (pre-wetting agent) for snow removal operations for the 2014-2015 winter season

BACKGROUND:
The City of Aurora has utilized Motor Fuel Tax Funds for the purchase of sodium chloride and liquid calcium chloride associated with snow removal for over 30 years.  The sodium chloride and liquid calcium chloride are purchased through a State of Illinois joint purchase contract or other competitively bid joint purchase program.

DISCUSSION:
To utilize Motor Fuel Tax Funds for the material costs for sodium chloride and liquid calcium chloride it is necessary to appropriate sufficient funds by resolution and have this resolution approved by the Illinois Department of Transportation.

Bids for rock salt have been received by DuPage County and have revealed a significant increase in the cost over last year.  Unit price per ton increased from $54.74 to $70.44.  We are estimating liquid calcium chloride to be $0.60 per gallon.

The actual amount of MFT funds used will be dependent upon the severity of the weather.  Any funds appropriated but not expended are returned to the city's unobligated balance..

IMPACT STATEMENT:
This should have no significant impact other than the impact on the budget due to the cost increase

RECOMMENDATIONS:
Please forward this resolution to the Finance Committee for their review and recommendation.
