SUBJECT:
A resolution authorizing the execution of an Intergovernmental Agreement with the Illinois Department of Transportation for the maintenance of state routes with the City of Aurora.

PURPOSE:
To execute the Intergovernmental Agreement (IGA) to allow for payment to the city for ongoing maintenance performed by the city on state routes.

BACKGROUND:
For decades, the city has been responsible for the ongoing maintenance activities on state routes within the city limits. The list of those routes is included in the attachments. This consists of items such as filling potholes, repairing sidewalk, salting and plowing. This is beneficial for the city, as it allows for more expedient resolution of such items; it is also beneficial for the state, as they don't need to dispatch crews for minor maintenance and snow removal operations, when they can be done significantly more efficiently by a local municipality. In return for providing these services, the city is compensated financially, invoicing the state each quarter.

DISCUSSION:
This is beneficial to the community as it allows for issues to be addressed more quickly; no funds are being requested along with this resolution, rather the execution of an IGA to allow the city to provide these maintenance services for the state and receive compensation in return. The new agreement will last for ten years and the amount received annually will be adjusted by the rate increases published in the Engineering News Record; the estimated amount for the 12 months beginning 7/1/25 is $108,995.00.

IMPACT STATEMENT:
This resolution has little to no impact if executed; however, if it is not executed, that could result in slower response times to maintenance issues and most assuredly delays during snow removal efforts.

RECOMMENDATIONS:
I request the proposed resolution be adopted.
