SUBJECT:
An Ordinance Authorizing the Execution of an Air Traffic Control Tower (ATCT) Memorandum of Agreement between the City of Aurora and the United States of America Department of Transportation Federal Aviation Administration (FAA)
PURPOSE:
To obtain City Council approval of a memorandum of agreement for the lease of real estate used for the airport's air traffic control tower.
BACKGROUND:
The lease between the City of Aurora and the FAA, approved under resolution R03-293 for the land occupied by the FAA's air traffic control tower expired on September 30, 2018.
The FAA has an ongoing need to operate the air traffic control tower at its current location.
DISCUSSION:
There is no monetary consideration in this lease.
IMPACT STATEMENT:
The approval of this agreement shall insure the continuation of air safety provided by the operation of the air traffic control tower at the Aurora Municipal Airport

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
