SUBJECT:
A resolution to reject all bids for DSC 2nd Floor Bridge - Plumbing

PURPOSE:
City staff feels that it is in the best interest of the City to re-bid this project.

BACKGROUND:
Proposed improvements to the bridge area will complete the renovation of the first and second floors of the DSC building, leaving only the basement unfinished. In an attempt to save money compared to the hiring of a General Contractor (as was done on previous renovations to the building), the City has elected to contract specific trades and tasks, including demolition (recently informally bid out, awarded, and completed), carpentry (recently informally bid out and awarded), flooring, mechanical (HVAC), electrical, plumbing, painting, and low voltage cabling and other IT infrastructure.

A Request for (formal) Bids was published for new Plumbing infrastructure (including heat taping of existing sanitary collection line under bridge).

DISCUSSION:
Two bids were received in response to the Request for Bids and read aloud on May 8, 2019. One of the two bids received was disqualified due to the respondent not attending the mandatory pre-bid meeting. This resulted in only one qualified bidder whose bid exceeded the estimated budget for plumbing on this project.

Based on the lone qualified bid received exceeding the project budget, City staff is recommending that all bids be rejected and the project be immediately re-bid with a reduced scope. The scope reduction would include the temporary elimination of the heat taping of the existing sanitary line until later this year when eminent freezing temperatures necessitate installation of the tape and the final, total cost and scope of project are quantified.

In order to protect the integrity of the bid process and in fairness to the previous bidders, a bid tabulation was not published and is therefore not included
