SUBJECT:
A resolution to award the Benton Street Sanitary Sewer Pipe Bursting & Manhole Modification project to Benchmark Construction Co., Inc. 2260 Southwind Blvd. Bartlett, IL 60103 located in Ward 6.

PURPOSE:
The 12" vitrified clay combined sewer along Benton Street between Stolp Avenue and the Fox River is partially collapsed and requires repair.

BACKGROUND:
During routine televising of the sanitary sewers, it was discovered that this existing 12" vitrified clay combined sewer was partially collapsed. The pipe was too damaged at that time to install a full length cured in place pipe liner. This section of sewer is partially located under the planting beds and fountains north of Benton Street which can be seen on the attached Exhibit A - Location Map. The Map shows that the pipe also passes through the bridge abutment. The depth of the sewer is approximately 13' and the repair length required is 85' which along with any disturbed surface features would make for a very costly dig repair. The majority of the stormwater flows have been removed from this combined sewer so it was determined that the most cost effective repair would be to pipe burst the 12" pipe with a smaller 8" pipe. The two sanitary manholes on the bank of the Fox River will be disturbed as part of the pipe bursting process and will require modification.

DISCUSSION:
Two bids were received, opened, and read aloud on September 17, 2018. The bid tabulation can be seen in the attached Exhibit B. The lowest responsible bid in the amount of $174,000.00 was submitted by Benchmark Construction Co., Inc. The sanitary sewer improvements will be funded with account 510-4063-511-73-14 which has a 2018 budget amount of $5,655,000.00. Also included as Exhibits C & D are the advertisement for bid and Benchmark Construction Co., Inc.'s submitted bid.
