Administrative Review to delay fee in lieu of street improvements at the southeast corner of Solifsburg Avenue and Beckwith Street (INFORMATIONAL ONLY)

DISCUSSION:
The developer/builder, Fox Valley Habitat for Humanity, was recently approved for a 5 lot single family subdivision at the SEC of Solfisburg and Beckwith. This 2.73 acre parcel is currently undeveloped. The homes will be built by FV Habitat for Humanity and sold at no profit to carefully selected families with a 20-25 year no interest mortgage. The developer is asking that the Fee in Lieu of payment for road improvements on it's half of Solfisburg Ave. of $37,500 be delayed until either the permit for the 5th home is applied for, or 2 years from May 29, 2014, whichever comes first. This has been reviewed by City Staff and based on the not for profit status of the builder, and the desire to see this developed in a timely matter, would approve this request. Staff would recommend Approval to delay the fee in lieu payment of $37,500 for road improvements related to the Peter's Place Subdivision until such time as 1) the 5th building permit is issued, or 2) May 29, 2016, whichever occurs first.
