A request to approve the purchase of a new Moto Electric 28 Passenger Shuttle for Phillips Park.
PURPOSE:
To assure that Phillips Park has a dependable and efficient shuttle for their very popular tram ride "The Mastodon Express"
BACKGROUND:
Currently Phillips Park operates a 2003 Taylor-Dunn BT2-80 gasoline powered tram that is very inefficient due to the use of carburetor. This type of configuration is pre-1980 technology and has high exhaust emissions thus the tailpipe had to be modified so the exhaust fumes were dispersed above the trailer's canopies. Additionally the trailers have needed many axle repairs due to the years of service.
The Mastodon Express is one of the most popular summer attractions at Phillips Park. This ride is a narrated on a 2.1 mile asphalt path that meanders through Phillips Park. The Mastodon Express makes 11 loops a day starting on Memorial Day weekend through Labor Day and special other events such as parades.
DISCUSSION:
City staff has researched many other shuttles or tram options and have come to the conclusion that a Moto Electric 28 Passenger Shuttle would best fit the needs for Phillips Park. This shuttle has zero exhaust emissions since it is battery powered and has roof solar panels that extend the length of time the batteries hold a charge. Another feature is the sound system that can be programed with a pre-recorded narrative.
The Moto Electric 28 Passenger Shuttle is on the US General Services Administration ("GSA") contract GS-03F-038CA. This service provides cost saving through their negotiated Schedule contracts.
Moto Electric provided a sale proposal for $49,192.62 for a 28 person electric shuttle. This is a two piece unit that includes extra batteries and upgrade, charger, solar panels, and wheel chair accessibility.
