A Resolution Authorizing Execution of the Second Intergovernmental Agreement between the City of Aurora and the Aurora Civic Center Authority Regarding the Management of RiverEdge Park and John C. Dunham Pavilion

PURPOSE:
Attached is a resolution authorizing the execution of the second intergovernmental agreement with the Aurora Civic Center Authority (ACCA) to continue to provide for programing, management, and maintenance of RiverEdge Park and the John C. Dunham Pavilion for a term commencing at the end of the current term in 2017 to 2022.

BACKGROUND:
In 2012 the City of Aurora entered into an Intergovernmental Agreement (IGA) with the Aurora Civic Center Authority (ACCA) regarding the facility operations at the City's RiverEdge Park Music Garden and John C. Dunham Pavilion.

Based on the Aurora Civic Center Authority's proven track record with providing first rate programing at the Paramount Theatre, and now at RiverEdge Park, they are the ideal third party organization to continue to provide programing services at the park.

DISCUSSION:
In 2012 a facility such as RiverEdge Park was a new endeavor for both the City and ACCA. Since its original adoption the Agreement has been a living document with both parties being flexible and reactive to adapt to the market needs and lessons learned in order for the park to meet the expectations of the community. These experiences have been incorporated in into the current Agreement which includes the 2017 thru 2022 Seasons. These revisions include more flexibility given to ACCA on the volunteer program, promoter events, trail detours, and while maintaining a required number of events, more flexibility on make-up of the program calendar.
