SUBJECT:
A Resolution Authorizing the Execution of a Historic Preservation Grant Agreement with Sam and Larissa Melton for the property at 113 S. 4th Street (Sam and Larissa Melton - AU27/1-15.288-HP/GR - JH - Ward 2)

PURPOSE:
Attached is a resolution authorizing the execution of a Historic Preservation Grant Agreement with Sam and Larissa Melton for the property at 113 S. 4th Street in the Near Eastside Historic District. Pursuant to the Agreement Sam and Larissa Melton, will receive a 40% reimbursement up to $10,600.00 toward the renovation of the building including restoring the original wood siding, installing new cedar siding where needed, and adding crown moldings above the windows. Funding for the reimbursement will come from the Gaming Tax Fund.

BACKGROUND:
The Subject Property is located at 113 S. 4th Street and is currently utilized as a single-family residence with R-3 One Family Dwelling zoning. The property is generally located on 4th Street between Benton Street and Clark Street.

The details of the proposal includes restoring the original wood siding that was underneath replacement siding. Damaged pieces will be replaced with siding to match the original. Decorative crown moldings will be added around the windows that are similar to what is found in the Historic District Guidelines.

The property is within the Near Eastside Historic District and the primary structure is of primary significance to the district. The home was built c. 1890s and is in the Queen Anne Style. The building is owner-occupied. The applicant purchased the property in 2004. Work has already begun. Applicant choose to remove the replacement siding in order to restore the original wood siding underneath.
