SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To increase the number of Class B: On-Site Consumption Licenses. There has been a change in the corporate structure of El Burrito Loco-Aurora, Inc., the owner of El Burrito Loco at 880 N. Farnsworth Ave., Aurora, IL 60505. Corporate ownership has changed by 51%, however, this is an ownership change within the family.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
El Burrito Loco-Aurora, Inc., d/b/a El Burrito Loco is located at 880 N. Farnsworth Ave., Aurora IL 60505, and has submitted an application for a City of Aurora liquor license based upon a change in over 50% of the ownership of the corporation. El Burrito Loco has held a City of Aurora liquor license since 1999 and seeks to maintain their current license as a restaurant with on-site consumption, for the purposes of selling to the general public alcoholic liquor by the drink for consumption on the premises where sold, and not for resale in any form. The restaurant offers a full menu of meal options.

Attached is the application submitted for your consideration. If approved, this resolution would increase the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the license by the Commissioner. City staff has been working with the business owners to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.
