SUBJECT:
A resolution authorizing the Director of Purchasing to enter into a three year agreement with Semper Fi Yard Services Inc. for the Landscape Maintenance of Stormwater Best Management Practice Areas in the amount of $11,910.00 per year.

PURPOSE:
To enter into an agreement for the landscape maintenance of four stormwater best management practice areas located throughout the City. See Exhibits A, B, C, & D for the locations of the facilities covered by this contract.

BACKGROUND:
Over the past seven years the City of Aurora has constructed various green infrastructure elements such as rain gardens, bio-swales, and bio-filtration basins throughout the City to meet the requirements of the EPA mandated Combined Sewer Overflow Long Term Control Plan. This contract will provide maintenance of the native plantings at four of the green infrastructure locations.

DISCUSSION:
On February 19, 2016 the purchasing department received two bids. A copy of the bid tabulation is attached as Exhibit E. Semper Fi Yard Services, Inc. was the lowest responsible bidder for a total not to exceed bid amount of $11,910.00 per year for a three year contract with mutual options for extension in years four and five.

Funding for the first year of this work is included in the 2016 Budget within the Stormwater Fee Fund, CIP No. B049, "Stormwater Management Facility Maintenance/Improvement" Account number 280-1852-512-81-90. This Contract is for three years; if the work performed is satisfactory and it is agreed to by both parties, this Contract may be extended annually a maximum of two times for a total Contract length of up to five years. The value of each year of the Contract will be $11,910.00.
