Provide information regarding the upgrade to new version of Municode that provides for self-publishing of City ordinances while reducing annual fees.

PURPOSE:
The City has been using the Municode full-service program since 1986. The new Municode Self-Publishing software solution is a more cost effective and efficient way to update City ordinances. The current version of Municode does not allow the City Clerk to update City ordinances directly; these updates must be sent to the vendor for data entry. This software upgrade will allow the City Clerk's Office to publish all City ordinance updates directly and as frequently as necessary. Additionally, the annual maintenance fees paid to Municode will be reduced from $15,000 a year to $8,000.
BACKGROUND:
The Mayor's office and the City Clerk's office participated in a demo in December of 2019 and determined the Self-Publishing solution is desired over the Full Service program the City is currently using.
The City Code will continue to be maintained and published on the Municode website and can be viewed at the URL below.

DISCUSSION:
The Municode Self-Publishing software allows the City Clerk to make code updates more frequently than the current Full Service program. The cost of moving to the Municode Self-Publishing solution would reduce the yearly maintenance fees from $15,000 to $8,000.
Funds are budgeted in account number 101-1003-419.61-18
IMPACT STATEMENT:
This upgrade will allow the City Clerk to ensure that City Ordinances are updated in a timely manner.
