SUBJECT:
Resolution approving a Professional Engineering Services Agreement (Phase 2) with HR Green Inc. for the East Indian Trail Road Traffic Signal Interconnect and Modernization Project and to Appropriate Motor Fuel Tax Funds

PURPOSE:
To obtain City Council approval to move forward with the phase 2 engineering for the East Indian Trail Traffic Signal Interconnect and Modernization (Broadway Street - IL 25 to Pennsbury Lane) and to appropriate Motor Fuel Tax (MFT) funds by executing MFT Resolution.

BACKGROUND:
City has been actively pursuing interconnecting traffic signals with a goal to reduce traffic congestion, achieve better traffic flow and reduce emissions. Indian Trail Road is an arterial with an average daily traffic (ADT) volume of 21,400 vehicles. The corridor currently has an existing fiber-optic interconnect system that extends from Church Road to Farnsworth Avenue. In order to interconnect the rest of the stretch between Broadway Avenue (IL 25) and Pennsbury Lane, City had applied for a Congestion Mitigation Air Quality (CMAQ) Improvement federal grant for the project. The project was granted the federal funds (80/20 split) in the amount of $905,606.88 for construction and construction engineering only. The total cost of the project is estimated at $1,132,008.60. The CMAQ grant does not cover design/phase 2 engineering cost, hence a 100% local fund is required to complete Phase 2 engineering.

DISCUSSION:
The project consists of adding seven (7) signalized intersections along Indian Trail Road to the existing fiber-optic interconnect system that extends from Church Road to Farnsworth Avenue. The Indian Trail Road, existing signal system will be extended west from Church Road to include Aurora Avenue (IL Route 25) and Mitchell Road, a distance of approximately 0.75 miles. The existing system will also be extended east from Farnsworth Avenue to i...
