SUBJECT:
A Resolution authorizing the Director of Purchasing to award a contract to Semper Fi Landscaping, Inc. in the amount of $227,650.00 for Phase 2 of Landscape Plantings at the new Public Works Combined Maintenance Facility.

PURPOSE:
To award a contract for Phase 2 of the Landscape Plantings at the new facility in the amount of $227,650.00 to Semper Fi Landscaping, Inc., 1215 Deer Street, Yorkville, IL.

BACKGROUND:
The Public Works Department is consolidating the personnel and equipment from a handful of maintenance divisions (Electrical, Streets, Fleet, Water & Sewer, and Water Meter Maintenance) into a new, combined maintenance facility on a 25.4-acre city-owned parcel near Liberty and New York Streets. Construction of the main building and final site work is ongoing and is anticipated to be completed by the end of 2024 or shortly thereafter.

The City elected to include seeding in the site work contractors' scope, but bid out the trees, shrubs, and other plantings separately. As with the sitework, the landscape plantings were bid in two phases, with the first phase including all areas other than planting areas adjacent to the primary building (which was to be the second phase). However, of the three bids received for phase 1 in July 2023, two were disqualified for not meeting the City's Apprenticeship Training requirements and the lone remaining bid (from Semper Fi) was higher than anticipated. As a result, all bids were thrown out and it was decided that the scope of phase 1 would be rebid as part of phase 2, which now includes all landscape plantings for the project.

DISCUSSION:
The City published a Request for Bids to furnish and install trees, shrubs, and plantings for the Public Works Combined Maintenance Facility and received two responses on May 29, 2024 (see bid tabulation attached as Exhibit 'A'). One of the two respondents, Cox Landscaping, ...
