A Parking Study on Liberty Street from N. Farnsworth Avenue to Beckwith Street. Ward 7, Alderman Hart-Burns.
body
PURPOSE:
A Parking Study on Liberty Street from N. Farnsworth Avenue to Beckwith Street to determine the need for possible parking restrictions.
BACKGROUND:
A Resident submitted ACR Case ID 129758 complaining about congested two-way traffic when vehicles are parked on both sides of Liberty Street.
DISCUSSION:
Liberty Street has full curb and gutter, with asphalt in good condition. There are no sidewalks except by the church on the west end at N. Farnsworth Avenue. Liberty is classified as a Major Collector, and has a 30 mph Speed Limit. The roadway is marked with a double-yellow centerline. Restrictions on parking have not been installed anywhere along this stretch, but that appears to work well, except during church events (generally on Sundays). The block going west from Vermont to Farnsworth has parking on the south side available in the paved parkway by the church. The northern side consists of a right-turn lane, where vehicles generally avoid parking.
It has been the practice of the Government Operation Committee to be flexible with parking restriction during services in the vicinity of churches. The only time that parking appears to be an issue is during services. Staff is recommending denial based on past practice of the Committee.
IMPACT STATEMENT:
No impact.
RECOMMENDATIONS:
Staff recommends deniall.
