SUBJECT:
A resolution appointing four new members and reappointing four current members to the Grand Army of the Republic (GAR) Commission.

BACKGROUND:
The GAR Commission is a nine (9) member commission tasked with overseeing Aurora's Grand Army of the Republic Museum. Duties include: preserving and maintaining the history of the building, raising money for the future of the GAR and making the premises available to the public.

In July of 2016, the City Council approved an amendment to the Code of Ordinances related to the membership composition of the GAR Commission, allowing for a limited number of non-residents to be members. The change was made to provide more of a regional focus for the museum, making it a destination for downtown Aurora.

RECOMMENDATION:
It is recommended the appointments and reappointments be approved.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

WHEREAS, there are currently vacancies and expired terms on Aurora's Grand Army of the Republic Commission (GAR); and

WHEREAS, it is the Mayor's desire that said appointments and reappointments be approved.
