SUBJECT:
Resolution accepting the lowest qualified bid from Service Sanitation, Inc. for rental and service of portable toilets for the City of Aurora.

PURPOSE:
To obtain City Council approval of requested resolution.

BACKGROUND:
The portable toilet contract expires spring of 2018. The Park's Division has worked closely with the Community Services Department to make sure that the City's needs are met in the new contract to cover portable toilets for the city owned park properties, golf courses, special events and other locations as needed.

DISCUSSION:
Four bidders responded to the invitation to bid. Service Sanitation of Gary, Indiana and also located in Aurora, Illinois was the lowest qualified bid. Service Sanitation has the current contract and has fulfilled their obligations well. Based on 2017 expenses of $31,000, staff anticipates a similar expense in 2018 and going forward based on the current events schedule. The 2018 Budget provides monies in accounts 101-4440-451.39-30 and 101-4441-451.39-30 for the various Park locations, account 550-4442-451.39-30 for Phillips Park Golf Course, account 215-1302-419.50-50 for Community Services, various individual accounts for Special Events, account 101-1370-440.50-91 for Youth Services and account 101-4460-431.39-30 for Street Maintenance.

IMPACT STATEMENT:
By not approving this contract the City of Aurora will pay much more for their portable toilet rentals and services. Since the City began bidding for these services in 2009 the City has realized a savings of over 50% compared to pre-bid prices and expenditures.

RECOMMENDATIONS:
That the City Council adopts the resolution accepting the recommended lowest qualified bidder, Service Sanitation, Inc. for the rental of portable toilets.
