PURPOSE:
A Traffic Study for the Palace Street near Florida Avenue to determine actual speeds ways to improve safety.
BACKGROUND:
A Resident submitted ACR Case ID 138680 expressing concern of possible speeding on Palace Street. Resident stated that cars with drunken drivers have landed in his yard on four separate occasions.
DISCUSSION:
Palace Street is classified as a Minor Collector, but has a 25 mph speed limit. Florida Avenue is classified as a Residential roadway with a posted 25 mph speed limit. Palace Street has sidewalk on the east side as well as curb and gutter. Florida Avenue has no sidewalk or curb and gutter. The intersection has a 2-way Stop, with Florida Avenue and the Northgate mall exit having the Stop signage. The Florida Avenue Stop sign has a Stop Bar, the mall approach does not. Traffic counters on Palace Street revealed an ADT of 1,700 VPD. Speeds were found to be average 28 mph, with a 85th percentile of 33 mph and a median of 28 mph.

RECOMMENDATIONS:
Staff recommends acceptance of traffic study.
