SUBJECT:
An Ordinance Amending Chapter 6 of the City of Aurora Code of Ordinances Entitled "Alcoholic Liquor".

PURPOSE:
The purpose of this memo is to recommend changes to the current liquor ordinance.

BACKGROUND:
The current liquor code was adopted in 1986, with amendments in 2010 and 2011. In order to better serve the evolving needs of the Aurora business community as well as continue to combat crime, a team comprised of representatives from the Mayor's Office, City Clerk's Office and Legal Department began reviewing sections of the current liquor code to identify areas of improvement. Upon completion of an early draft, representatives from Planning and Zoning, Building and Permits and the Aurora Police Department in conjunction with the Mayor's Downtown Business Committee joined the review and comment process.

DISCUSSION:
Specific areas of need were identified and reviewed. Recommended changes have been broken out point by point.


New Classification:

Class O - Banquet Hall License:
* Defined as "A commercial location where banquet meals are served, either exclusively or in conjunction with a restaurant business; including service of food for consumption at tables of a full multiple course meal, hors d'oeuvres, buffet or smorgasbord and at which alcoholic liquor may be served as incidental to such food service."
* Banquet halls were previously covered under the Class E (Restaurant) section of the ordinance.
* The new classification was designed to better meet the unique needs of a banquet facility.
* The fee for a Banquet Hall license shall be: $2,070.00 (pg. 14).

Changes to Current Classifications:

Class E - Full Menu Restaurant License
* Change to section 8, addresses the types of events establishments may impose a cover charge for the patrons to attend.
