SUBJECT:
Resolution to Reject All Bids for the Printing and Mailing of the City of Aurora's Aurora Borealis Newsletter.

PURPOSE:
To obtain City Council approval to reject all bids received for the Printing and Mailing of the City of Aurora's Aurora Borealis Newsletter.

BACKGROUND:
The Aurora Borealis Newsletter is the City of Aurora's community newsletter that is mailed to all residents and businesses in the City of Aurora. The newsletter covers information about City services, upcoming events and highlights of past activities and accomplishments. Previously the Aurora Borealis was issued quarterly and then approved to be issued bi-monthly in 2015. In conjunction with the City's vast social media, the Borealis has been a strong communication vehicle for Aurora.

DISCUSSION:
When the Borealis was bid previously, the world of communications was evolving. That evolution continues to take place in terms of effective marketing, product design and data-driven decisions. The Community Relations and Public Information Division has used date from the previous year and the first quarter of this year to assess best practices. With that, the recommendation is to resubmit and RFP for services that includes product design, which was not included in the initial RFP, so that the entire project can have uniformity and continuity with one vendor. In addition, the revised RFP should include references of bidders that detail successful completing of like projects. The Borealis is a part of a comprehensive Communications Plan that includes social media and other online digital marketing formats and the RFP should reflect that integration as well.
