SUBJECT:
A resolution authorizing the Director of Purchasing to adopt unit prices submitted by Rochelle Waste Disposal and Waste Management of Illinois for the disposal of excavated spoils that cannot be classified as Clean Construction Demolition Debris (non-CCDD).

PURPOSE:
The purpose for this resolution is to provide a means for the City's Water and Sewer Maintenance Division to dispose of spoils that cannot be disposed of as CCDD material.

BACKGROUND:
35 Ill. Adm. Code 1100 requires testing of soils excavated from sites with a history of activity that may have resulted in soil contamination. The code also requires that spoils excavated from residential sites must be testes for pH. Soils that do not meet the requirements for disposal at a Clean Construction Demolition Debris (CCDD) landfill, must be disposed of at a site permitted to accept such contaminated material.

The City of Aurora's Water and Sewer Maintenance Division regularly generates excavated spoils while maintaining the City's water and sewer infrastructure. Environmental Science professional services are required to classify excavated spoils for proper disposal. Depending on the results of the soil analysis, spoils are disposed of as Clean Construction Demolition Debris, non-special waste, or special waste. Disposal costs vary depending on the classification of the spoils.

On August 17th 2016, the City's Purchasing Division advertised a request for proposals for the disposal of non-CCDD material. On August 31, the purchasing division received three proposals from landfill operators.
