SUBJECT:
This resolution is to approve of payments to the University of Illinois Fire Service Institute (IFSI) for training costs that will exceed $60,000 before the end of 2020.

PURPOSE:
These payments will be over $25,000 with potential to total up to $60,000. The payments made to IFSI will provide training of City personnel in conjunction with the Complex Coordinated Terrorist Attack Grant awarded to the Cities of Aurora and Naperville.

BACKGROUND:
Additional training will be needed to provide the best response. These additional training classes will be part of the Complex Coordinated Terrorist Attack grant, and will take place through the year 2020. There will be 5 additional training sessions through IFSI, which is the statutory Fire Service Training center for the State of Illinois.

DISCUSSION:
The funds for the continued training classes, which will be hosted in Aurora and Naperville owned facilities, are available through the money that was awarded to the City from the FEMA grant. There is no additional cost for the City of Aurora.

The funds will be paid for out of the Complex Coordinated Terrorist Attack (CCTA) Grant account 101-3038-429-50-50. The CCTA grant was originally approved by council under Legistar item number 17-0062. The grant award is $1,373,809.00 and to date we have requested $95,943.94 in draw down funds. Once the funds are expended the city requested reimbursement from FEMA. The grant was broken down into three years increments, 2018 ($535,000), 2019 ($267,000), and 2020 ($571,000). The reason for the largest amount in the last year is due to the 2-3 day Full Scale Exercise that will occur. Under the project plan Training and Whole Community were allotted $726,699.56 for the grant cycle. We have expended $95,943.00 to date.
