PURPOSE:
To determine the feasibility of changing the 2-way STOP to a 4-way STOP at the intersection of Hinman Street and 4th Avenue.
BACKGROUND:
A resident submitted ACR Case ID 90240 expressing concern regarding crashes and property damage at the intersection of Hinman Street and 4th Avenue. Per the crash summary from APD, there have been four crashes in the last three years and none this year. Previous studies in the area indicate relatively low volumes that would not warrant an always stop. It should be noted that all way stop intersection in the area experience higher crash rates.
DISCUSSION:
The intersection has a 2-way STOP, with 4th Avenue having the right-of-way and Hinman Street having the STOP signs. Intersections to the north and to the west are uncontrolled with neither STOP signage nor YIELD signage. Both roadways are classified residential. Hinman Street has NO PARKING on the west side of the roadway, 4th Avenue has NO PARKING on the north side of the roadway. The roadways are a narrow 25-feet in width, barely allowing two-way traffic, which calms traffic.
