PURPOSE:
The SmartPoint transceiver unit is required to enable the water billing division to wirelessly read the Sensus water meter.
 
BACKGROUND:
The rate of attrition for all units installed prior to 2001 remains high due to battery failure. The Water Meter division replaced 3905 units in 2013 however we expect a slight reduction in maintenance replacements in 2014. Likewise we anticipate replacing or installing between 600 - 700 meters based on historical numbers. Meter installs and replacements happen for a variety of reasons  i.e. new construction, improper application and mechanical malfunction.
 
DISCUSSION:
The cost per SmartPoint  Transceiver is $120.00 The unit cost is reduced between  $10- $13 based upon trading in of an older model. The cost will not exceed $110.00 each. The amount to purchase the units should not exceed $385,000.00.
The cost of water meters range between $109.00 - $160.00. The cost to purchase the meters should not exceed $100,000.00. The SmartPoint Transceiver and the Iperl Meter are proprietary Sensus products. Funding is available in the Water & Sewer Fund of the 2014 budget, account  number 510-4062-511-65-50. HD Waterworks Supply does not have any outstanding debt  with the City of Aurora.
 
IMPACT STATEMENT:
Customer service and satisfaction will be impacted due to the City having to estimate  water bills for a minimum of two billing cycles.
 
RECOMMENDATIONS:
If approved please forward to the finance committee for the January 7, 2014 committee meeting.
