SUBJECT:
A Resolution Authorizing Subcontracting Agreement with AMK Services LLC For Placement with the City of Aurora of a Contract Communications Specialist for the Information Technology Department, Communications Division.

PURPOSE:
To obtain approval for subcontracting in the amount of $125,000 with AMK Services LLC for the placement of a Contract Communications Specialist.

BACKGROUND:
The Communications Division is budgeted for two Communications Specialists. The position supports the day to day operational and technical maintenance requirements of the 911 center, the Harris Radio system and the City's VOIP phone system. One position has been vacant since 5/14/2015. The City attempted over the timeframe to fill the position traditionally. On three different occasions applicants were offered the position and during the extensive 2 month police background check period, the applicants accepted employment elsewhere. Due to the extremely low unemployment rate in the IT field the City has been unable to retain a suitable qualified candidate. In the meantime, the 911 center continues with one Communication Specialist and other IT staff shouldering the heavy daily workload.

The IT Division has successfully utilized services of AMK on many projects. Due to the specialized nature of the Communications position, the complexity of the work required and their ability to properly meet the City's current staffing need, they are uniquely qualified for sourcing this work.

DISCUSSION:
With the on-going CAD/RMS project well underway and the staff time required for that project, adding a contract employee to take the additional communications related work away from other IT staff will greatly enhance productivity and efficiencies and relieve the burden on the existing lone communications specialist as well.
