SUBJECT:
A Resolution Amending the Airport Advisory Board By-Laws.

PURPOSE:
The purpose of this resolution is to update the By-Laws of the Airport Advisory Board.

BACKGROUND:
The Airport Advisory Board, at its regularly scheduled board meeting held on February 11, 2019 approved revisions to their by-laws. Pursuant to their current by-laws, any amendments to the Airport Advisory Board by-laws are subject to the approval by the director in charge of the airport and the City Council.

DISCUSSION:
A redlined version of the amended by-laws is attached. The impetus for this revision was to incorporate the provisions of the Illinois Open Meetings Act as well as provide general document clarity. This by-law change also reduces the number of Advisory Board voting members from 12 to 9. Currently, there are only 7 board members on the Advisory Board.

IMPACT STATEMENT:
Approval of this resolution will have no impact to City operations or to the general public.

RECOMMENDATIONS:
The Airport Advisory Board respectfully requests a favorable recommendation of approval to the full City Council.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
