PURPOSE:
To determine the possibility of installing Stop signage at the intersection of Liberty Street and N. 4th Street.
BACKGROUND:
A PS # 2330534 was submitted requesting a Traffic Study be performed for the Liberty Street and N. 4th Street intersection.
DISCUSSION:
Both roadways are classified as residential and have speed limits of 25 mph. All have
curb and gutters, as well as sidewalks all around. The intersection is uncontrolled, with no Stop or Yield signage. Both have standard width of 29.5-ft.
Based on the traffic study, neither the traffic volumes nor crash history warrant the installation of an all way stop signage. Traffic volumes on the westbound approach are about 460 veh/day and the northbound approach at 210 veh/day. The peak hour only once reached a measured 50 veh/hr, on the westbound approach. Mean speeds on the two streets were 21-22 mph, while the 85th percentile was 27 to 28 mph. MUTCD guidelines were not met for installation of an all way stop.
To clarify right of way staff recommends installation of a single stop sign for the northbound approach.

RECOMMENDATIONS:
Staff recommends the installation of a single stop sign for the northbound approach with cross traffic does not stop placard.
