PURPOSE:
Staff requests the adoption of the City of Aurora Annual Action Plan 2014, including the associated funding recommendations for the use of federal Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds. Attached to this agenda item is a summary of the federal funding sources available to be allocated through this Action Plan process.

The City of Aurora Block Grant Working Committee (BGWC) met on Wednesday October 2rd to finalize their funding recommendations - a summarized list of available funding and recommended CDBG and HOME awards and activities is attached. In addition to the funding recommendations, a draft copy of the City of Aurora Annual Action Plan 2014 will be provided prior to the Planning and Development Committee meeting for distribution. This comprehensive plan describes city-wide housing and community development needs and goals, establishing HUD-funding and other actions to accomplish those goals.

In accordance with the City of Aurora's Citizen Participation Plan and the requirements of the U.S. Department of Housing and Urban Development CDBG Program, a notice of the Annual Action Plan and Public Hearing will be posted in the Beacon News on October 13, 2013. A public hearing will be held on October 28, 2013 at 5:00 p.m. to provide the public an opportunity to comment.

The City of Aurora receives annual CDBG and HOME program entitlement allocations to support housing and community development efforts that benefit low and moderate income residents of Aurora.
