SUBJECT:
A Resolution to Award the 2015 Neighborhood Street Resurfacing Projects to Builders Paving, LLC

PURPOSE:
To award the contract for the 2015 Neighborhood Street Resurfacing Projects.

BACKGROUND:
The Neighborhood street resurfacing list was selected from the pavement management study that was completed in the spring. This project will include the resurfacing of 32.4 lane miles of residential streets as shown on the list in Exhibit A. In addition, the contract will include ward funded projects and paving projects in Phillips Park.

DISCUSSION:
Bids were opened and publicly read on May 13, 2015. The bid tabulation for the 2 bids received is attached as Exhibit B. The lowest responsible bid was submitted by Builders Paving, LLC of Hillside, IL in the amount of $4,147,643.45 which is 12.8% less than the Engineer's Cost Estimate. Although concrete unit prices are at the same level from earlier bids this year, the asphalt paving unit prices are lower than we had expected resulting in the low bid. Builders Paving has completed work for the City of Aurora and resurfacing projects in nearby communities. The contractor is also prequalified with the State of Illinois. Builders Paving references and IDOT Certificate of Eligibility are attached as Exhibit C.

We recommend awarding the 2015 Neighborhood Street Resurfacing Projects to Builders Paving for the unit prices submitted. The 2015 City Budget provides $3,738,943.45 in account no. 340-4460-431.73-91 (CapA), $12,000 in account no. 311-4460-431.38-55 (Ward 1 funds), $35,000 in account no. 313-4460-431.38-55 (Ward 3 funds), $20,000 in account no. 318-4460-431.38-55 (Ward 8 funds), $250,000 in account no. 221-1330-801.43-02 (CDBG funds) and $91,700 in account no. 340-4460-431.79-53 (Phillips Park).
