SUBJECT: title
A Traffic Study for parking restrictions on Elmwood Dr. on the four city blocks between W. Galena Blvd. and Plum St. during school hours.  Ward 4, Alderman Donnell
body
PURPOSE:
Review the parking restrictions on Elmwood Drive to determine their effect on traffic flow during arrival and dismissal of high school students.

BACKGROUND:
This portion of N. Elmwood Drive stretches three block and crosses three intersections, involving more than 30 residences.  There is NO PARKING THIS SIDE signage on the West side of Elmwood Drive for this entire stretch.  There are NO PARKING HERE TO CORNER Yellow Curb restrictions at each intersection for the North bound traffic.  The South bound lane is about 11.5 feet wide and delineated by a yellow dashed lane line.

DISCUSSION:
Each intersection has Yellow Curb restricting parking “here-to-corner”.  North and South bound lanes are of adequate width for 25 mph traffic with room left over for parking on the East side.  Staff met with Alderman Donnell and Mark Engen of the West Aurora School District.   Our physical observation and the crash history of the area does support restriction of parking on the east side off Elmwood.

IMPACT STATEMENT:
No Impact based on Staff recommendations.

RECOMMENDATIONS:
Staff recommends denial.
