PURPOSE:
To obtain City Council approval to enter into a one year lease with an additional one year extension through 2015 should both parties mutually agree, for city-owned property located at 22 West Park Place
 
BACKGROUND:
The subject property referred to as the Logman house was purchased in 2009 by the City of Aurora. It is across the street from McCarty Park. At the time of purchase, the thought was that this property would allow for future park amenities. Unfortunately due to the unforeseen economic downturn, plans to develop this property for future use were put on hold indefinitely and as a result the property remains vacant
 
DISCUSSION:
To preserve this asset the Logman house should be occupied full time. Giovanni Santana, Property Standards Manager, has agreed to lease this property at a reduced monthly rental rate of $600 in exchange for caretaker duties as outlined in the lease agreement.
 
IMPACT STATEMENT:
This agreement will generate revenue and provide cost savings on multiple fronts while preserving the City's asset. Savings will be realized from no longer having to pay for gas and electric utilities. The tenant is also responsible for lawn maintenance. In addition, the tenant will open and close McCarty Park gates during certain months of the year which will further reduce the City's personnel expenses.
 
RECOMMENDATIONS:
In the interest of preserving this residential asset and to have a City managerial employee keep a watchful eye on both the Logman house and McCarty Park, I am recommending the City Council approve this residential lease agreement.
