PURPOSE:
Residents submitted ACRs 100091 and 100092 expressing concern about traffic backing up from the Liberty Street - Eola Road intersection. The backed up traffic interferes with the two Eola driveways to the shopping center on the north-east corner of N. Eola Road and E. New York Street.
BACKGROUND:
During peak travel times (mainly in the AM), northbound traffic backs up from the traffic signal at Liberty Street and N Eola Road. Occasionally, this backed up traffic will interfere with the two Eola entrance/exits to the shopping center on the north-east corner of N. Eola Road and E New York Street.
DISCUSSION:
Both Residents suggest installing DO NOT BLOCK DRIVEWAY signage at both entrance/exits. DO NOT BLOCK DRIVEWAY signs have limited effectiveness and generally are difficult to enforce. Furthermore, while the northbound curb-side lane may yield, the center may proceed without knowledge that the curb-side lane has stopped due the driveway. This situation has been shown to increase crashes.

RECOMMENDATIONS:
Staff recommends denial.
