SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To maintain the number of Class R -Distillery License for the total maximum number of Class R as 1.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
The Two Brothers Roundhouse, Inc., d/b/a Two Brother Artisan Spirits, located at 205 N. Broadway, Aurora, Illinois, 60505 submitted a liquor license application regarding a Class R license for the manufacture, storage and distribution of alcoholic liquors (except beer or wine) on and from the licensed premise. It also authorizes on-site sampling and sale by the drink of the on-site manufactured alcoholic liquor by persons of at least twenty-one (21) years of age. The retail sale of alcoholic liquor is limited to the product manufactured on premise. This is an existing license, but due to a change in state requirements, a new application and City Council approval is required.

The Two Brothers is an existing business in the City of Aurora and currently has restaurant and retail liquor licenses.

Attached is the application submitted for your consideration. If approved, this resolution would maintain the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the license by the Commissioner. City staff has been working with the business owner to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development.
