SUBJECT:
Resolution Establishing the Maximum Number of City of Aurora Liquor Licenses by Class.

PURPOSE:
To increase the number of Class D - Specialty by Area (Downtown Fringe) liquor licenses at 1.

BACKGROUND:
This request is presented in accordance with the 2011 amendment to the City's Liquor Ordinance, specifically Section 6-9(a), which charges the City Council with the authority to determine the number of licenses available in each classification.

DISCUSSION:
Project Canvas d/b/a Society 57, is currently located at 100 S. River Street, and has submitted a liquor license application for a Class D - Specialty by Area (Downtown Fringe) license for the purpose of incorporating the sale of alcohol for on-premises consumption to their existing Coffee Shop. This would be the first Class D - Specialty by Area (Downtown Fringe) license to be issued pursuant to the newly-enacted liquor license classifications, as set forth in Chapter 6 of the City's Code of Ordinances, as amended on April 14, 2020.

Attached is the application submitted for your consideration. If approved, this resolution would increase the number of allowable liquor licenses as indicated in the accompanying Exhibit A to allow for the issuance of the licenses by the Commissioner. City staff has been working with the business representatives to ensure that all requirements for a liquor license, as set forth in Chapter 6 of the City's Code of Ordinances, are met.

IMPACT STATEMENT:
The proposed resolution presents an opportunity to further the City of Aurora's economic development.

RECOMMENDATIONS:
I am recommending that this resolution be referred to the June 23, 2020 meeting of the Public Health, Safety and Transportation Committee for consideration.
