SUBJECT:
Resolution authorizing the Mayor and City Clerk to execute an agreement with the State of Illinois Department of Transportation and to Appropriate Motor Fuel Tax Funds for intersection improvements at Illinois Route 56 and Raddant Road (Agreement # JN-114-08).

PURPOSE:
To execute a funding agreement for improvements to the intersection of Illinois Route 56 and Raddant Road.

BACKGROUND:
The State of Illinois and the City of Aurora are desirous of making improvements to the intersection including traffic signal installation, providing exclusive left turn lanes, resurfacing, water main relocation, shared use path, and drainage improvements. The total estimated cost for said improvements is $1,658,875.

DISCUSSION:
The State of Illinois acting through its Department of Transportation (IDOT) will prepare the plans and specifications, receive bids and award the contract, and furnish the engineering inspection during the construction. The City's obligation for the improvements which include 12" water main relocation, emergency vehicle pre-emption, and participation in traffic signals and shared use path is estimated at $53,475 (Exhibit A). By execution of this agreement (Exhibit B) the City will upon award of the contract pay in a lump sum 80% of its obligation to the State and the remainder upon completion of the project based on final costs. The 2016 City Budget provides funding for this item in Account 340-4020-418.76-38 (CIP #GB059 - Capital Improvement Fund).

IMPACT STATEMENT:
Roadway traffic will be reduced to one lane in each direction during construction.

Please forward this resolution to the Finance Committee for their review and recommendation for approval.
