PURPOSE:
To Perform a Traffic Study for a Request for STOP signage for the intersection of Oakwood Avenue and Kenmore Avenue.
BACKGROUND:
An ACR request (Case ID 117978) was submitted for the possible installation of a STOP sign at the intersection of Oakwood Avenue and Kenmore Avenue.
DISCUSSION:
As a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04 'yield or stop signs should not be used for speed control'. Both roadways are residential with low volumes (Oakwood Avenue with less than 400 ADT, and Kenmore with less than 50 ADT). Traffic counts indicated an average speed of 21 mph on Oakwood Drive, with an 85th percentile of 28 mph. Kenmore Avenue is a short roadway and for the purpose of this traffic study was not investigated for speed. Existing conditions do not warrant an all-way stop based on volumes, pedestrians, or crash history.
With that said, the intersection is uncontrolled, with no STOP or YIELD signage. And speeds on Oakwood Avenue have an 85th percentile of 28 mph, despite an average of only 21 mph.
IMPACT STATEMENT:
No impact at this time.
RECOMMENDATIONS:
Staff recommended installation of 2 Stop signs on the Kenmore approaches to Oakwood.
