SUBJECT:
A resolution authorizing the Mayor and City Clerk to execute an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics and a not to exceed consultant agreement in the amount $78,100 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Construction Phase Engineering Services for the Airfield Pavement Rehabilitation Phase 3, Area 1 Project (ARR-4352)

PURPOSE:
To obtain approval to enter into a Consultant Agreement with Crawford, Murphy and Tilly, Inc. to provide Construction Phase Engineering Services as well as obtain approval to enter into an Agency Agreement with the State of Illinois.

BACKGROUND:
In January of this year the City Council approved a design phase engineering agreement between the City of Aurora and Crawford Murphy and Tilly for this project.
This project was let by the Illinois Division of Aeronautics in early spring.
An executed Agency Agreement is required in order for the State to award the project and lock in unit prices. It is doubtful that this project will start this year but we still need Council approval to lock the prices and to avoid the cost of rebidding.

DISCUSSION:
The total cost of this project based on low bid is estimated to be $408,616 of which our local share will be five percent or $20,381. Regardless of the not-to-exceed amount of the Consultant Agreement, our maximum outlay for this project will be $20,381.

Funds for this project have been set aside in our FY2020 budget under CIP project D050 in account No.504-1810-433.73-25.

IMPACT STATEMENT:
This project should have no adverse impact to the City of Aurora and should reduce the ongoing cost of maintaining the airport infrastructure.

RECOMMENDATIONS:
We respectfully request that you forward these agreements to the Finance Committee for their review and favorable recommendation.
