SUBJECT:
A Resolution authorizing the Director of Procurement to enter into an intergovernmental agreement (IGA) with the Fox Metro Water Reclamation District (FMWRD) for the Investigation and Repair of combined and separate sewers throughout the City of Aurora.

PURPOSE:
To authorize the Director of Procurement to enter into an intergovernmental agreement (IGA) with the Fox Metro Water Reclamation District (FMWRD) for the Investigation and Repair of combined and separate sewers throughout the City of Aurora.

BACKGROUND:
The City of Aurora and the FMWRD have a long history of entering into IGA's to more efficiently maintain the sewer system that serves Aurora. The FMWRD assists the City in maintaining its CSO treatment facility located at 400 N Broadway through an IGA that was last renewed by resolution R13-343. FMWRD also helps the City meet NPDES CSO monitoring requirements through an IGA last renewed by resolution R14-025.

The City first entered into an IGA with FMWRD for the investigation and repair of combined and separate sewers in 2012 through resolution R12-229.

DISCUSSION:
This IGA will allow the City of Aurora and the FMWRD to jointly perform Sewer investigations and repair projects needed to meet the City's National Pollutant Discharge Elimination System permit. The proposed agreement is for a term length of five years and can be extended by mutual consent of the City and the District

The 2017 budget provides funding for this work in IB018, account no. 510-4063-511.73-14 (Water and Sewer Fund). Expenditures will not exceed the funding available for each specific maintenance activity.

IMPACT STATEMENT:
This IGA will allow the City of Aurora and the FMWRD to continue to work together on maintaining the City's combined and separate sewer system in a cost effective manner.
