SUBJECT:
A Resolution to authorize the acceptance of the lowest qualified bid, in the amount of $43,650 for the demolition of the city owned property located at 450 Jackson St, Aurora IL 60505.

PURPOSE:
City acquired the property back in 2016 through a judicial deed from Kane County Court. The property has sat vacant for years. The City has been maintaining the property by cutting the grass, cleaning up trash illegally dumped on the property, and has kept the property secured from people trespassing into the building. The structure is approximately 6,956 sq. ft. Once demolition is completed, the site will be greened and maintained as open space until the end use of the property is determined.

BACKGROUND:
Plans and specifications were prepared for bidding the general demolition and site restoration through the City's demolition engineer Wills, Burke, Kelsey. A notice to Bidders was advertised in the Beacon newspaper. A total of four (4) bids were submitted and opened on November 9, 2016. Bids ranged from a low $43,650 to a high of $59,000. The apparent low bidder is KLF Enterprises, 2044 W. 163rd Street, Suite 2, Markham, IL 60428. Their bid of $43,650 was made accepting all project conditions. KLF Enterprises has performed past demolitions for the City of Aurora without any issues. Their references have also come back with positive information indicating that the contractor has always met their contractual obligations regarding demolition work of a similar size and scale.

DISCUSSION:
Funds for this project are budgeted in account 101-1727-424-3625.

IMPACT STATEMENT:
Demolition of this blighted building will have a positive impact on the neighborhood and continue the City's efforts to remove abandoned and blighted properties.
