Resolution authorizing the renewal of a three year ForcePoint Websense web filtering software subscription from CDW Government, Vernon Hills, Illinois in the amount of $57,650.00.

PURPOSE:
Renewal of a three year ForcePoint Websense web filtering and monitoring software subscription from CDW Government in the amount of $57,650.00.

BACKGROUND:
Information Technology has used ForcePoint Websense software web filtering and monitoring for the past fifteen years to monitor and block certain websites and web browsing. The subscription is renewable every three years.

DISCUSSION:
The ForcePoint Websense software allows IT to monitor Internet usage by staff, and secure network users from visiting non-desirable websites. It also allows IT to grant role-based access to websites, based on job position and duties. In 2015, the costs was $26,742 for the three year term. The web monitoring user accounts have increased since the last renewal due to including the Public Safety staff, as well as moving this to a Software as a Service (SaaS) Cloud based solution. While $57,650 is 115% higher than the previous three year contract, we have doubled the staff that it protects, decided to go cloud-based, and based on WebSense performance is reasonable.

This pricing reflects the National Intergovernmental Purchasing Alliance (National IPA) cooperative contract pricing through CDWG Contract: National IPA Technology Solutions (2018011-01).

Since a cooperative contract was used, local preference does not apply.

There will be funds available in the 2019 budgeted Information Technology Subscription account 101-1380-419.45-02 after a budget transfer from the budgeted Information Technology Computer Software Applications account 101-1380-419.64-10, which had $279,800 budgeted for 2019, in the amount of $60,000.
