PURPOSE:
The petitioner, PLS Investment Property of Illinois, LLC, is proposing Special Use for a Planned Development on 0.83 acres to be able to redevelopment the property located at 20-22, 28 and 30 N. Lake Street and 212 and 214 W. New York Street.

BACKGROUND:
This Special Use petition was referred by the City Council to the Planning and Zoning Division on August 6, 2013.

DISCUSSION:
Proposal: The proposal consists of creating a Special Use Planned Development which varies certain bulk restrictions to allow for redevelopment of the property with an urban streetscape given that the property borders the downtown. In addition, furture right of way dedication along Lake Street is also be required as part of the Special Use Planned Development.

Evaluation: Staff has reviewed the Special Use petition and this Special Use Planned Development will help facilitate the redevelopment of this property. The Special Use will allow for an urban streetscape by allowing the building to be closer to the street which is in keeping with the character of the area.

The Planning Commission discussed that this will help facilitate the redevelopment of this property and be a major improvement to this area.
