SUBJECT:
A Resolution Authorizing a Professional Service Contract with WBK Engineering for Design Engineering for the Expansion of the RiverEdge Park Music Garden.

PURPOSE:
The attached professional services contract with WBK Engineering is for engineering design work associated with the expansion of the RiverEdge Park Music Garden with the Aurora Transportation Center (ATC) Regional Facility Enhancement Project in an amount not to exceed $66,350 plus reimbursables.

BACKGROUND:
The proposal is for work to be done in collaboration with the Aurora Transportation Center (ATC) Regional Facilities Enhancement Project.

The goal is for the construction process for the Aurora Transportation Center (ATC) Regional Facilities Enhancement Project to commence in early 2018 with project completion in early 2010. Upon completion the southern portion of the RiverEdge Park Music Garden will be able to be incorporated into the overall festival park. Attached is a concept drawing which contemplates the expansion of the plaza to the south to accommodate a new vendor area, a new main entry gate into the park from the south, a beverage pod and a secondary guest services building with additional restrooms and vendor space.

DISCUSSION:
This engineering design contract will enable the city to continue to refine the concept plan, determine the highest and best use for the area, establish cost estimates, and a construction schedule. A budget transfer will be process to include the work contemplated in this agreement in the 2017 A059 CIP budget and the account from which the project is to be thereafter funded is 353-4433-437.73-20.

Staff would anticipate that completion of the expansion project will increase the City's overall tax base and viability by facilitating investment and development which will offset maintenance costs and any incident...
