SUBJECT:
A Resolution to award the Heathercrest Subdivision Water Main Improvements project located in Ward 5 to Brandt Excavating, Inc. of Morris, IL in the bid amount of $2,908,475.00.

PURPOSE:
To replace the 6" water main on Heather Drive from N Edgelawn Drive to N Randall Road, Sherwood Avenue, Duncan Drive and Roanoak Avenue.

BACKGROUND:
The location of the water main to be replaced can be seen in attached Exhibit A. This water main has had numerous breaks in the past several years. Closures of residential driveways will be kept to a minimum during construction. Lead water services within the project corridor will be replaced with the approval of each homeowner.

DISCUSSION:
The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Five conforming bids were received, publicly opened and read aloud on April 10, 2024. The bid tabulation, the advertised bid documents, Addendum No. 1 and Brandt Excavating, Inc.'s bid are attached as Exhibits C, D, E and F, respectively.

This project was subject to the Local Preference Ordinance, however no local contractors submitted.

The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2024 budget amount of $5,000,000.00.

IMPACT STATEMENT:
There will be lane closures on Heather Drive, Sherwood Avenue, Duncan Drive and Roanoak Avenue throughout the duration of the project. Water shutdowns during the project will be planned and coordinated with the local businesses and residences to minimize impact. Impacts to traffic and local residents will be kept to a minimum.


RECOMMENDATIONS:
I request the proposed resolution be adopted.
